Rojas Montes de Oca, Jr., Director <br />DATE: September 18, 2008 <br />SUBJECT: Information Item -Possible Fire Districts Realignment Process <br />Life and property protection are two essential functions of government. The <br />Orange County Board of Commissioners has historically maintained this <br />responsibility via fire protection districts throughout unincorporated parts of the <br />county. The current district configuration has been part of the fabric for decades <br />and has served well. .However, it is incumbent of government to ensure that <br />services are provided effectively, efficiently and safely. <br />The process of possible fire district realignment should be addressed as part of <br />the Fire Rescue Study. As I reported to you on Tuesday, September 16t", the <br />RFP language and timeline will begin to take shape within a few weeks. The <br />inclusion of this issue fits in with specific relevance and importance. The study, <br />in answering question(s) #1 (Where are we?), #2 (Where do we want to go?), <br />and #3 (How do we get there?), can (and should) address the geographic and <br />operational makeup of all system components: fire, rescue and medical services. <br />This sub-process must be part of the study's scope of work as it is one of the <br />primary engines that will drive the action plan. I will make sure that this aspect is <br />included in the RFP document and will keep you apprised throughout the <br />process. <br />Should you have further questions, or require additional clarification, please let <br />me know. <br />Care • Serve • Survive <br />
