18 97
"Public"• -Usually the immediate next step with all regulatory aspects of a
comprehensive plan is to presume the county will implement goals of the plan and make
them into laws. The plan covers unincorporated areas, but there are also areas where they
are tied together -transportation, development, sewage, what are you doing to
incorporate the other jurisdictions? Are you getting input from other planning boards?
Mr. Alfieri -Intergovernmental coordination is found in each element. Land-area wise
we are only spealcing of Orange County's planning jurisdiction. However, several of the
County's facilities and services cross jurisdictional boundaries. Plan implementation;
which will occur in phases, will requixe additional intergovernmental coordination, public
input, and public hearings.
"Public" -What is the status of the 7 mile creek watershed?
Mr. Alfieri - We are not making map changes as part of the process. A number of
objectives may lead to map changes: During the break-out session, I can share the
specific objectives that may relate to your question regarding the 7-Mile Creek
Watershed Critical Area.
"Public" -What is the time table for implementation?
Mr. Alfieri -This will be a long term process and implementation will be incremental.
There are general timetables for each objective in the Plan.
"Public" -There is a consultant for the Buckhorn sewer area. Is that going to be included
in this document?
Mr. Benedict - We would notput an ongoing project in the plan at this stage. Ifwe
update the plan, the first incremental tier of amendments will start adding things That may
affect the plan. This plan and small area plans have been ongoing and the first run of
zoning map amendments will be to implement that micro scale of the work that has been
done over the last three years.
Small Groups Session:
Attendees broke into small groups. Each table represented a different element of the plan
and people could visit a table tended by a staff member. Although there was considerable
dialogue at the tables, only a few specific public comments relating to the contents of the
draft Plan were documented.
Natural and Cultural Systems Table:
"Public" - •Suggests that there be an executive summary of the document made available
to the public.
Parks and Recreation Table:
