I am pleased that we continue to cooperate on issues and <br />projects that affect both our jurisdictions: I commend you on all of the hard work <br />that you, the Orange County Board of Commissioners, anal your staff have put into <br />this planning effort'. ~ ~ ~ . <br />There are a number •af positive statements and policies that I see contained in the <br />Plan, such as the~support of increasing mass transit capabilities in our region, fording <br />more ways to partner on open space protection and park development, such as with <br />the New Hope Creek Open Space Plan, and success with our cross jurisdictional <br />planning efforts such as the Ena Economic Development District Plan. There a're, <br />however, a fevv points in the document that I believe need some clarification or <br />correction. <br />In section 3.9, on page 3-23, the Plan refers to the recently adopted Eno <br />Economic Development District. There are two points regarding this sentence <br />that should be addressed: <br />o It is the City bf Durham that is involved in this project, not Durham County. <br />o I would like further clarification on what is meant by the term "unified <br />development district". As I am sure you are aware, the Eno Economic <br />Development District Plan calls' for eventual public water and sewer <br />provision from the Ciry of Durham in this portion of Orange Gounry. <br />Current City of Durham policy is that in order for the City to extend public <br />utilities, a petition for voluntary annexation into the City must be submitted. <br />If and when the prbperry is annexed, the City obtains full right of regulation <br />regarding development on the land. While the City is fully in favor of <br />working on joint long-range planning efforts with Orange County regarding <br />this area, and has participated so far in these efforts, the City does plan on <br />Good Things Are Happening !n Durham <br />
