80
Tom Altieri
From: JB Culpepper [jbculpepper@townofchapelhill.org]
Sent: Wednesday, September 10, 2008 4:54 PM
To: Craig Benedict
Gc: Roger Waldon; David Bonk; Tom Altieri
Subject: Comp Plan Update Courtesy Review Comments
Craig -Thank you for providing time for us to complete our staff courtesy review of the Orange County
Comprehensive Plan Update. The Mayor provided a letter to Orange County in June stating our
understanding that the County's Plan Update does not propose any major changes to existing/current
policy directions and it does not include specific implementation recommendations. The Mayor asked
the staff to review the Plan Update. With our review, we also found no major changes proposed to
policy direction.
We do have a general comment on the County's Plan Update to provide: We found that there seems to
be an existing inconsistency between the strategy of promoting economic development at the three
development zones along I-85/I-40 and the stated goal of also encouraging the use of alternative modes
of transportation, transit, bilce and walk, through mixed use, transit friendly development. If future non
rural growth outside of Chapel Hill, Carrboro and Hillsborough is going to be limited to those economic
development zones, they do not appear to lend themselves to mixed use or to the provision of transit
services. It is also unclear who would provide the high levels of transit service necessary to support and
promote non auto mobility in these development areas.
Please let us know if you have any questions and, again, thank you for providing this opportunity, JB
,, ~ ~ a JB Culpepper
Planning Director
r
.l '
~" Town of Chanel HiII
- 405 Martin Luther King Jr Blvd
Chapel Hill, NC 27514-5705
Phone: (919) 968-2728
Fax: (919) 969-2014
9/23/2008
