60 ~,,....~... ~'he~~te~ ~. ~'rc~n.~p~Ytctti~~a Elerrlent <br />Transportation Planning rn Oranae County is guided by <br />3 faders/legislation that requires states to carry out a continuing <br />4 cooperative, and comprehensive statewide mraltimodal transportation <br />s planning process that facilitates the safe and efficient tnanagernent, <br />6 operation, and development of surface transportation systems that <br />~ will serve the mobility needs of people and freight (inclu ing <br />s accessible pedestrian walkways and bicycle transportation facilities) <br />9 aid that fosters economic growth and development within and <br />to be~reen States and urbanized areas, while minimizing transportation <br />11 related fuel consumption and air pollution in all areas of the Stater <br />12 ~nclud~ng those areas stabiect to the metropolitan transportation <br />13 planning requirements. The "three®G" process (continuing, <br />14 cooperative, comprehensive) includes the development of a long <br />1s range statewide transpoa~ttation plan and statewide transportation <br />16 emprovement program (ST/P). The State Long Range Transportation <br />r~ Plan and Transportation Improvement Program is developed in <br />1 s cooperation with the Metropolitan Planning Organization desianated <br />19 by federal legislation for the metropolitan area The State consults <br />20 wpth the local officials of the affected nonmetropolitan area to develop <br />21 the transportation plan and TlP for nonenetropolitan areas <br />22 <br />23 The Durham-Ghapel bill-Carrboro (DCJ~IC) Metropolitan Planning <br />24 4rganozatoon (MPO) is the regional organization responsible for <br />2s transportation planning in the western part of the Research Trianale <br />26 area, encluding the eastern, and more urban, portions of Orange <br />27 County. The DCI-IC MPO Transportation Advisory Committee, the <br />2s polacy and decision making body of the oraanization, is made up of <br />._... <br />29 a acted officials from the Local jurisdictions in the Metropolitan Area <br />30 boundary, the North Carolina Department of Transportation member <br />31 representing the area. The Triangle Area Rural Plannina Organization <br />32 (TARPO) coordinates the transportation planning in the rural areas <br />33 outside the Metropolitan Area boundary of Orange Countv and <br />34 'Chatham Countv and for all of Lee and Moore Counties The TARPO <br />3s . Rural Transportation Advisory Committee (RTAC) is made up o_f <br />36 elected officials of the member jurisdictions and the Division S North <br />37 Carolina Doard of Transportation member These are the two <br />3s organizations through which Orange Countv coordinates its plans for <br />39 local transportation ~iroiects for implementation through regional <br />4o pro_grams.
