296
Approved 10/1/08
56 Renee Price: I do have one more comment. I don't know if I feel totally comfortable with saying that all comments
57 have received thorough consideration. Certainly equal, but do we want to say that?
58
59 Bernadette Pelissier: I read them all more than once.
60
61 Renee Price: As long as we all have.
62
63 Larry Wright: I think that one exception could be is not due to staff problems, nor to Planning Board problems, but I
64 believe that it was the Montessori application, that it got in late and the comments came in late and we only had time
65 to scan them.
66
67 Craufurd Goodwin: ~ But this is only dealing with the comprehensive plan.
68
69 Larry Wright: I stand corrected.
70
71 The Board went through the table and made the following comments and proposed changes:'
72
73 Craufurd Goodwin: Are you going to present to the County Commissioners, the complete final report and these
74 corrections?
75
76 Tom Altieri: I am not going to go into any detail necessarily about the content of the plan. I hope they have had the
77 opportunity to read it and it has been presented in general at the two (2) public hearings. 1 will provide them some
78 type of presentation about the table and the process, explain how the table is to be used in conjunction with the text,
79 and that there are attachments to the table, also next steps. I think they will want to take time to convey to staff what
$0 changes they would like to see made and have some discussion, they haven't had that yet so my presentation will be
81 very short.
82
83 Bernadette Pelissier: The new objective that was added here, Item 33, Page 5-39, Line 47, I am not sure that we
84 would review the land use ordinances and amend as needed. That's like saying oh, we'll just do whatever the
85 university wants and (,;don`t want to imply that at all. That's how it read to me I really don'tlike this objective.
86
87 Jay Bryan: I agree with you.
88
89 Craufurd Goodwin: I thought it was exactly the opposite. I mistook it.
90
91 Larry Wright: This section, limit sprawl, preserves a community's rural character; land use conflicts and supports a
92 balanced transportation system. So we're talking in terms of a response to?
93
94 Craufurd Goodwin: Can you tell us what it means Tom?
95
96 Tom Altieri: I wrote this draft objective,. it wasn't in the spirit of trying to fend it off or to accommodate these projects,
97 it was more in the spirit of these pretty. significant development proposals that we know may becoming and we need
98 to pay attention and make. sure that we plan accordingly. That may mean adjusting our ordinances to make sure that
99 it goes in an appropriate area or it may mean if it goes in a certain that we need to then do some planning around it to
100 limit potential land use conflicts. Carolina North is a big project and will have impacts well beyond its boundaries.
101 That's the spirit in which it was written and if it doesn't say that, maybe we need to look at some different language.
102.
103 Jay Bryan: I think from our point of view its related to how best to protect the overall interest of the County residents.
104
105 Torn Altieri: May I suggest a proposed revision, rather than at the end saying and amend if needed, would it be
106 better to say plan accordingly.
107
108 Craufurd Goodwin: Or review County land use ordinance to protect the interest of all citizens of Orange County.
109
