292
DItA.~'T (~IlTI.Y-l®T®T AP'P VED ~' ~Y ®(:~
1 The major changes made by this combination restore the original May 6 goal T-1, and also
2 clarify and strengthen that goal and associated objectives. For example, the May 6 Objective T-
3 1.2 is stated as two objectives (T-1.3 and T-1.4). Having separate categories for environmental
4 impacts anal community impacts is similar to the approach used by the DCHC MPO
5 Transportation Advisory Committee (TAB) when the TAC evaluates transportation facilities.
6
7 Restoring the original first goal involves a few changes in the subsequent goals and objectives
8 to take into account other changes in the Goals and Objectives made by the OUTBoard. It also
9 involves renumbering the other goals, so that the OUTBoard Goal 1 becomes Goal 2, and so
10 forth.
11
12 The suggested changes to the Goals acid Objectives cover pp. 8-29 through 9-34 of the
13 OUTBoard document in the August 25 hearing packet. These pages are also' numbered (at the
14 top of the page) as pages 41 through 46 of the August 25 packet.
15~
16 I. CHANGES TO THE GOALS
17
18 A. Transportation Goal 1 (starts on page 9-30, also numbered page 42 in the August 25 packet)
19 An efficient and integrated multi-modal transportation system that protects the natural
20 environment and community character
21
22 B. Transportation Goal 2 Integrated land use planning and transportation planning.
23
24 C. Transportation Goal 3 A comprehensive network of connected transportation corridors
25 (roads, sidewalks, rail, etc) supporting an appropriate mix of firaffic.
26
27 ~ D. Transportation Goal 4
28 Efficient and safe traffic movement along Orange County routes and corridors
29
30 E. Transportation Goal 5
31 A comprehensive, creative, and effective transportation planning process.
32
33 II. CHANGES TO THE OBJECTIVES
34
35 A. Transportation Goal 1 (starts on page 9-30, also numbered page 42 in the August 25 packet)
36 An efficient and integrated multi-modal transportation system that protects the natural
37 environment and community character Objective T 1 1
38 Expand the use of public transit (bus and rail) walking and biking as primary modes of travel
39 and increase the occupancy of automobiles through ridesharinp and other means
40
41 Objective T-1.2
42 Facilitate the overall development and use of a transportation system that is more enery_rL
4~ efficient and reduces carbon emissions.
44
45 Objective T-1.3
46 Develop new transportation. facilities in a manner that has a positive impact or at least minimizes
47 negative impacts on the natural environment including air quality water resources (wetlands
48 streams, water supply watersheds) biological resources and wildlife habitat
49
