Require the County identify and notify each property owner who might be affected by <br />implementation of the proposed plan, and in what way their property and property rights <br />might be impacted. <br />3. Create and include in a new Revised 2030 Comprehensive Plan, mechanisms for property <br />owner appeals, compensation. and other recourse for elements included in the plan. <br />4. Provide every voter in Orange County a written copy of the plan upon request, and <br />automatically provide written copies to all potentially affected property owners. <br />5.
