It has many potential effects over many <br />years on the quality and availability of water yet very few citizens have heard about it. <br />It appears to universally side with the State against the people of Orange County <br />concerning enforcement of the Neuse River Basin rules. Nowhere does the document even <br />mention "property rights" The Plan doesn't consider or even mention Lake Orange. <br />There's no requirement for such a Comprehensive Plan under NC law -- the vote on this <br />should be delayed so more citizens can have input. <br />1 <br />
