a2H~'rd copy of the plan at no cost. <br />8. Schedule further and full hearings to allow a full discussion and full disclosure of <br />the Plan. <br />9. Publish a statement from the Commission stating the reasons why this or any other Plan <br />should not be subject to a countywide referendum. <br />10. Additionally, the County should include in any Plan the repair the weir at Lake Orange <br />and installation of updated instrumentation that allows for greater precision in the <br />release of water and thus, greater conservation of water that is intended as an "Emergency <br />Water Source". County officials should explain to the. citizens why the offer of $25,000 <br />for the repair of the gauge from the town of Hillsborough has never been accepted, and why <br />the County has refused budgeting for the repair and implementation of modern equipment. <br />11. The County should include in any Plan information regarding inspection and repair the <br />dam at Lake Orange to ensure the safety of residents down stream and to ensure the <br />continued impoundment of water necessary to preserve recreation rights, the continued <br />release of water and an Emergency Source of Water. <br />12. Finally, any Plan adopted by the County should have as its paramount goal the <br />protection and enhancement of the rights and privileges of its citizens who currently <br />reside in the county, as well as responsible stewardship and protection of the <br />environment, while simultaneously developing a plan for future growth that engages its <br />citizens in a process of proactive participation and synergistic partnership. That is a <br />goal citizens may be willing to agree to without the need for policing through the <br />enactment of additional regulations. <br />It is only through the real process of involving those you. govern, that government can be <br />truly effective. <br />M.
