201 <br />Chapter ~ Services and Facilities Element <br />p. 8-14, Section 8.4.2 (Erosion Control and stormwater Management) <br />In the last paragraph the text conflates requirements of Neuse Rules vs requirements of Orange County. <br />These are different sets of requirements. Orange County implements Neuse Buffer and Stormwater Rules <br />in all areas of County in the Neuse River Basin. Orange County implements additional controls in water <br />supply watersheds by virtue of local ordinances. (The Cane Creek and University Lake watersheds are <br />not even in the Neuse Basin.) This paragraph needs significant revision in order to be factually correct <br />and clear to the reader. • <br />p.8-17: Objective EC-4 <br />"Use low-impact stormwater design principles when developing new or retrofitting existing <br />drainage systems that do not functionally approximate the natural drainage pattern." <br />What does it mean to "functionally approximate the natural drainage pattern"? There are a large number <br />of functions provided by natural drainage patterns. Moreover, the use oflow-impact stormwater design <br />principles should be implemented everywhere, regardless~of whether the new or retrofitted development <br />attempts to replicate or even preserve the natural drainage pattern - LII~ can be applied in all cases, at <br />least partially. Lastly, since this objective relates to land use and sustainability, it should be cross- <br />referenced in Chapter. l's section on Sustainability linkages and in Element 5: Land Use. Ditto for ,_ <br />Objective EC-10. • <br />Chapter 9 Transportation Element <br />p.9-21, Section 9.6, Objective T-1.1 <br />"Coordinate land use planning and transportation planning to facilitate the increased occupancy <br />of automobiles, the expanded use of public transit, walking, and biking as primary modes of <br />travel, and the overall development and use of a more energy-efficient transportation system." <br />Let this objective speak more directly about the importance of land use that •supports "...the expanded use <br />of public transit, walking, and biking as primary modes of travel," and promote the specific minimum <br />residential densities that are necessary to support walkable, transit-oriented land use. <br />Appendix A County Profile (Data) Element <br />p. A 1, Second to last line Section A. Purpose <br />"subsequent" 7 elements should now be referred to as "previous" 7 elements. <br />p. B 1-1 (Orange County Location) <br />List counties included in Triangle area and justify/explain definition of Triangle as these counties and <br />municipalities. Is this definition applicable throughout ALL of the subsequent statistics and comparisons <br />cited? <br />p.
