200
p.6-78, line i2 (Surface Water Quality)
First chapter under "Surface Water Quality" should talk more generally about the sources of
impacts/stressors before diving into the impacts of sediment. Stressors are generally human activities,
particularly agriculture, forestry, and urban and suburban land uses and their associated impervious cover.
This is very important background for this topic and should be given due attention.
p.6-78, -ine l2 (Surface Water Qvality)
Where are efforts/measures/existing programs to address water quality discussed?
p.6-82 fhru 6-85 (Water Resources Trends -the Synthesis...)
This chapter has a lot of information in it that seems like more like background than trends.
p.b-83, line 26 (Water Resources Trends -the Synthesis...), Bullet #1
"The County has little to no potential for new surface water supplies. This is placing additional
pressure on water conservation as a means of meeting increasing demand."
The part about this condition "placing additional pressure on water conservation" needs to be recast.
Americans use far too much water per capita. Reducing per-capita demand is a positive thing acid long
overdue. Better to have the second sentence instead say
"This means that conservation is more important than ever, and will continue to be key to
providing residents with potable water long into the future."
p.b-83, line 32 (Water Resources Trends -the Synthesis...), Bullet #2
Nitrogen and phosphorous concentrations are important considerations for land use planning,
conservation efforts, and other planning-related activities. In terms of water quality, they are constituents
and pollutants.
p.b-83, line 36 (Wafer Resources Trends -the Synthesis...), Bullet #3
What exactly is changing? Plow?
p.b-83 fhru 6-85 (Wafer Resources Trends -the Synthesis...)
Where is this laundry list of "trends" going? These items, need context and some sort of narrative.
p.b-84, -ine 43 (Water Resources Trends -the Synthesis...), Bullet #i7
We believe the DWQ study you mention is pursuant to the Falls NMS, which will impact land uses and
point sources. There is another Neuse study getting.underway, ahydrologic model, which is being
conducted by the Div. of Water Resources; which may provide better data that might be used to update
future allocations. If these two studies are both discussed, they should be listed separately to reduce
confusion.
p.b-86, -ine l-8, Section 6.4.5.2 (Orange County Wafer Resource Needs), Bullet #5
The so-called "nonstructural" approach (an overly broad. term used here to refer to low-density zoning)
should be compared against other alternative means of managing growth in terms of protecting Orange
County's watersheds, and possibly other considerations (such as wildlife habitat). For example, what if
the subdivisions have been constructed using conservation subdivision design principles, or low-impact
development design principles, or been mixed-use developments located near existing activity nodes?
p.6-87, Objective WR-6
Please add the language underlined to this objective:
"Promote land use patterns that preserve the natural hydrologic system and, in conjunction with
innovative and onaoinq conservation practices, maintain a sustainable "carrying capacity"
balance for the future between ground water and surface water resources."
The Village Project • PO Box 685 • Carrboro NC 27510 • 919-942-6114 • wtivw thevillageproject.com 10
