195
How does the rnap provide guidance on which areas are appropriate for rezoning? How can a map
provide guidance on something it does not represent? Please explain more thoroughly and clearly and
ensure map is consistent with text.
p.5-14 thru 5- i 7 (fhe Future Land Use P-an)
This section should state that there are no true mixed-use land use categories and whether this is
something that the County will address.
p.5-15, line 1 (fhe Future Land Use Plan)
Developed Land Use Categories -Proposed Urban Activity Node.
Please state why there no proposed activity nodes in Hillsborough, Mebane, or Orange County.
p.5- I6 (The Future Land. Use Plan)
Under Rural Land Use Categories add the following:
"Rural Village Node
Land located around designated road intersections available for compact, walkable, mixed
commercial & residential development served by small-scale community water & wastewater
technology that meets adopted guidelines for oversight & maintenance."
p.5-21, line 3 (The Future Land Use Plan)
Please state what spurred the creation of EDDs.
p.5-21, Section 5.4 (Historic Data, Currenf Data, Evaluation of Trends)
Include the following from Appendix A in this section:
"Sixty percent of the labor force lives and works in Orange County. The remaining 40%
commute to other counties for employment. Likewise, 40% of Orange County's labor force
commutes in from other counties."
Include as well data about the types of jobs & median wages found in each cohort -the group commuting
in and the one commuting out.
We need more detailed information in order to be able to address issues associated with this condition,
including:
1) the carbon emissions and air quality associated with high vehicle miles traveled;
2) the need for recruitment of jobs for which our residents are qualified;
3) the need to provide housing affordable for the full spectrum of wages being paid for various kinds of
jobs in the County.
p.5-22, Section 5.4, lines 9- I 1 (Historic Data...)
Clarify that "growth" in the context of the townships refers to POPULATION growth. Please also state
rate of land conversion (growth in developed acreage) in as much detail (e.g., township level) as possible,
separating out data for unincorporated areas whenever possible.
p.5-27, lines 2l -25 (Population Projections)
The last bullet should be phrased more clearly to make the point it seems to be getting at: The
incorporated areas are growing in population at a faster rate than the unincorporated areas. In general,
this eritire section needs to better differentiate between data presented for Orange County INCLUDING
its municipalities vs for just unincorporated Orange County.
p.5-29, Figure 3-5 (Median Housing 1/alue Trends}
This chart should show an additional set of bars for unincorporated Orange County
The Village Project ~ PO Box 685 a Carrboro NC 27510 ~ 919-942-6114 m wwwthevillageproject.com
