This will greatly help visualizing & implementing the desire expressed in Objective ED- <br />2.2: "Encourage mixed use projects that :support wallcable communities," expressing emerging land use <br />philosophy that would place jobs in closer proximity to housing (to the extent possible). <br />p.3-7, line 1 (Summary, Key Issues) ' <br />Revise the third bullet as follows: <br />"® Ensuring that land, housing, and public services are in place to support desired economic <br />development." <br />p.3-7 (Summary, Key Issues) <br />This section should include the need to address the fact that 40% of Orange County residents are <br />commuting out of the County to work, and that 40% of Orange County jobs are held by employees <br />commuting in from other counties. <br />p.3-7, Section 3.3 (Historic Data, Current Data, Evaluation of Trends, Emp-oyment Trends <br />By Industry) <br />Include here data about how many of the jobs at our top employers, UNC-CH, UNC Hospitals, and <br />Chapel Hill-Carrboro Public Schools are held by Orange County residents <br />p.3-ib, Secfian 3.4 (Needs Assessment). <br />It is important here to state the need to transition to an economy that is predominately locally owned and <br />focused on producing for our use and export more technology, services and things we need for our daily <br />lives, and maintaining a healthy balance of goods produced for export and goods imported for sale. <br />In addition to our ongoing effort to support local agriculture and secure a local food supply, there is <br />growing support among residents for enabling a "Local Living Economy" that prioritizes local ownership <br />of businesses. <br />This section should also discuss addressing the growing need to support a "green economy" and <br />discourage undesirable and unsustainable business and manufacturing practices both within our borders <br />and beyond. This includes supporting local businesses that respect environmental constraints and reduce <br />or eliminate C02 emissions, and avoiding the importation of goods whose production involves <br />environmental degradation and/or global climate impacts. <br />Chapter 4: Housing Element <br />p.4-1, lines 15- i 7 (Summary) <br />"insuring that all households are provided safe, adequate, and affordable housing that is <br />proximate to needed services is an important issue that will need consideration and action over <br />the planning horizon." <br />Which households are being referred to here, existing residents or new residents? It seems clear that the <br />County cannot provide housing to all households who would like to move here.
