Orange County. We have highlighted a few of the more confusing instances below, but
this is a persistent clarity issue in the Plan. It is a particular problem for tables and figures throughout.
Chapter 3• Economic ®evelopment Element
p.3-1, Section 3.2 (Summary, Background)
It would be worth discussing at a broad level here any spatial mismatch between workers and
their j obs. For example, do residents of unincorporated Orange County work in unincorporated
Orange County, OC municipalities, and/or outside Orange County? In what proportions? How
many people generally are coming into the county to work?
p.3-2, 3.2 (Summary, Key Facts)
Include the following from Appendix A, p.6-2 (Economic Highlights section):
® In 2000, 60,860 Orange County residents were employed. Of those, 42.4% commuted to
another county for work.
0 In 2000, 24,096 commuters worked in Orange County, representing 40% of the county's
workforce.
Include as well data about the types of jobs & median wages found in each cohort and any data on the
specific destinations, locality-wise, that are available.
p.3-3; line 27 (Summary, Key Facts)
This bullet is slightly misleading: not all agricultural land is taxed under a discount. It is our
understanding that a property must be registered under the Present Use-Value Taxation Program to
receive this benefit (but this should be verified).
p.3-5, Section 3.2 (Summary, Estab-ishment of Economic Development Districts)
Including residential development in EDDs is critical to a sustainable local economy in which many if not
most employees can walk or bike to work, shopping, recreation, etc. Commercial and industrial
developments are not necessarily incompatible with residential uses.
The Village Project m PO Box 685 ~ Carrboro NC 27510 m 919-942-6114 m wwwthevillageproject.com
