" T-1.2: `Develop new transportation facilities in a manner that minimises negative impacts on the environment, on air, water and soil quality, on historical or cultural assets, and on existing neighborhoods, and that enhances the overall rural character in Orange County. " T-2.3: "Update applied site design and labeling standards for new development to include pedestrian- and bicycle-friendly road design standards that ensure adequate emergency vehicle access.to the development and appropriate street naming and building numbering to improve the response times of emergency vehicles. " T-2.4: "Improve Orange Public Transportation (OPT) transit services and the county's emergency disaster transitprovision for the elderly; ensure that those without automobiles are served during emergencies."
