Transit and pedestrian-oriented <br />development is a critical nexus of transportation and land use." <br />T-1.1: "Coordinate land use planning and transportation planning to facilitate the increased occupancy of automobiles, the expanded <br />use ofpublic transit (including intercity passenger rail), walking and biking asprimarymodes of travel, and the overall <br />development and use of a more energy-~cient transportation system. " <br />T-1.2: `Develop new transportation facilities in a manner that minimises negative impacts on the environment, on air, water <br />and soil quality, on historical or cultural assets, and on existing neighborhoods, and that enhances the overall rural <br />character in Orange County. " <br />T-2.3: "Update applied site design and labeling standards for new development to include pedestrian- and bicycle-friendly <br />road design standards that ensure adequate emergency vehicle access.to the development and appropriate street naming and building <br />numbering to improve the response times of emergency vehicles.
