102 <br />(the predominance of) transit-ready, walkable, mixed-use, communities" are all present in <br />sustainable and equitable proportions? <br />® Will the CPU be clear about where "new compact, walkable, mixed-use, transit-supportive <br />growth and development" can be built and built in sufficient number to accommodate the <br />demand that Orange County attracts? and <br />Does the plan"make affirmative commitments to providing public sector infrastructure <br />investments to stimulate" the kind of sustainable development the coalition hopes results <br />from the CPU. (see below* *). <br />The coalition does not expect the CPU proposal to completely satisfy these criteria. We realize <br />trade offs and compromises will be required. Still, these are our core criteria and if the CPU falls <br />significantly short, it will cause concern for us. <br />Finally, there are two more items, which I personally believe warrant special attention beyond <br />those found in the CSO. <br />First, the CPU should include a mechanism for aligning the county's capital budgeting and <br />public finance capacity with the goals and objectives of the CPU.
