The F |SG is seeking a long-term partnership to <br />innp|annant a method for economical disposal of the community's y4SVV while <br />returning energy savings to the Borough - with an emphasis on waste reduction, <br />recycling and VV[Eoptions. Should the Borough be unable to negotiate a contract with the successful <br />offeror, negotiations will be formally terminated. The Borough may then initiate <br />negotiations with the second highest ranked offeror. This process may continue until <br />an agreement isreached. <br />4.2.10 City of Tallahassee, FL <br />The City of Tallahassee, FL, aPubUc Power Community, in November 2006 issued a <br />letter of interest to seven project developers requesting a two-page summary for <br />consideration of their technology for development of a renewable energy facility <br />serving the City of Tallahassee's service territory within Leon County, FL The City <br />received three'written responses, all from developers using biomass as fuel for <br />conventional steam generation- Two additional companies made formal <br />presentations to City representatives for advanced gasification projects, one project <br />utilizing PlSVV and the other utilizing woody biomass as fuel sources. In January <br />2007, the City began direct negotiations with one of the companies that made the <br />formal presentations, Green Power Systems based in Jacksonville, Florida. In June <br />of 2007, the City approved the contract for Green Power Systems to begin <br />development of 1,000 TPD plasma gasification plant generating 35 MW net' The <br />purchase power agreement for the sale of electricity to the City of Tallahassee was <br />signed in June 3007. To data, Green Power Systems is conducting geo-technical <br />work on site suitability as well as design and engineering work based on site <br />suitability.
