While the RFP was open to all interested and qualified vendors, only those <br />technologies deemed qualified by the Authority were eligible for consideration. <br />The Authority was directed to obtain proposals for expanding the current VVTE <br />capacity in two ways: (1) additional capacity at the current facility to meet Ha <br />rford <br />County's needs, but not provide significant additional energy tothe Aberdeen Proving <br />Ground (A -)/ and (2) build a new RRFto accommodate the waste disposal needs of <br />Harfo rd County, including oapao ityfor some of the waste disposal needs ofadjacent <br />"Bas- Realignment and Closure c±" [BRAI affected counties (Baltimore and Cecil <br />had <br />Counties), and provide a greater amount of the energy needs of APG ' AP(� <br />agreed ^ |ease an additional 20 acres of land next to the existing RRF for the larger <br />regional facility. <br />The Authority has short-listed both Covanta Energy and VVheelobratorTechnologies <br />proposals as responsive and will continue the procurement process with those finns. <br />The Authority is currently seeking approval from Harford County to begin formal <br />negotiations with the vendors to arrive at a final contract to be voted on by the <br />Harford County Council. Best and final offers have been requested from both <br />companies and should be received by the and of September 2008, followed by final <br />selection and negotiations. <br />4.2.3 City of Sacramento, CA <br />In August 2OO7,the ' ofSa nento,CAissuedanRFQ soliciting an experienced <br />and qualified firm to partner with itto process MSN utilizing alternative <br />technologies <br />premised on resource recovery and/or energy creation. To qualify, firms must have <br />had demonstrated experience and capacity to finance, design, build, own and <br />operate a facility that processed MSVV in excess ofwhatthe City currently disposes <br />of, approximately 2,300 TPQ after diversion. Sacramento was interested in a facility <br />that used treatment technologies including, but not limited to, pyrolysis, gasification, <br />advanced thermal recycling (a second generation advancement of mass-burn <br />technologies), biological, chemical, physical and/or a combination thereof. They <br />wanted technologies that were well proven at commercial scale, had high landfill <br />diversion rates, <br />and could generate wide range of useful by-products that could be <br />marketed for revenue sharing bv the City and its development partner. <br />In October 2007, the City received 11. responses to the RFQ, not all of them waste <br />processing technologies. The City performed atechnica| evaluation of the responses <br />and went to the Council to request an Exclusive Negotiating Rights Agreement <br />(ENp\ ) with a single company, U.S. Science and Technology. A plasma arc gasification project is being evaluated with due diligence expected to be completed in <br />� <br />early September. City officials traveled to Japan to visit a plant that employs a <br />similar technology at a connnnenoie| level (Westinghouse Plasma Corporation). A <br />decision on the implementation of the project is expected in the near term. <br />4.2.4 KBrowmard County, FL <br />The 8n»vvand County Solid Waste Disposal District ( in ]uk/ 2007 was <br />considering changes to its solid waste management infrastructure in the near term. <br />Because its disposal contracts with two privately-owned VVTE facilities will reach the <br />end of their initial service agreement terms in the near future, the District recognized <br />that many options to be considered would require significant development time, and <br />thus began the process to proactively evaluate such options.
