The approach was multi-disciplined, <br />in�environmental analysis and conatruc±abi|ity. Key Phase II study areas <br />• Ao independent evaluation and verification of the qualifications ofselected <br />technology suppliers and the capabilities of their conversion technologies; <br />• An independent eva|uabonnf candidate �4RF/TBahes,todetemninusu�abi|�y <br />for i 'Uabon,intagratonandmparatonofoneofthetechno1ogiee; <br />• A review of the required permits to facilitate the project; <br />• Identification of funding opportunities and financing means; <br />• Identification | county incentives (i.e., supporting benefits) to <br />encourage facility development amongst potential project sponsors; and <br />• Negotiation activities to assist parties in developing project teams and a <br />Demonstration project. <br />The report described progress to date onPhase II, and represented am|mination of <br />appnoximate��ey�r�wm�'��u���t�C�n�' ���m�n|��� <br />issued Request ' for Offers /RFO1 early in 2008 fora demonstration to be constructed <br />at any one of four sites by the selected vmn dor . The five conversion technology <br />suppliers considered and their corresponding technologies <br />offered were: Arrow <br />Ecology utilizing anaerobic digestion; Changing World Technologies utilizing thermal <br />depo|yrnerization; International Environmental Solutions utilizing pyrolysis; <br />Interstate Waste Technologies utilizing pyrolysis/gasification; and Ntech <br />Environmental utilizing gasification. Five materials recovery facilities (MRF) were <br />considered for partnering with the technology supplier. Only. one »4FlF, Community <br />Recycling/Resource Recovery, Inc. YqRF, is located in L.A. County. The Perris <br />»4RF/Transfmr Station and the RobertA. Nelson Transfer Station and MRF (RANT) are <br />located in Riverside County. Del Norte Regional Recycling and Transfer Station is <br />situated in Ventura County and the Rainbow Disposal Co. Inc MFlF is in Orange <br />Phase III — Evaluation,..and Presentation of Request for Offers <br />Phase III of the '- is expected be finalized by the end of 2008'Atthe time of <br />this report, the County had received several offers, with a deadline of August 15, <br />2008 for receipt. <br />appears that Changing World Technologies is no longer <br />participating and that the County is mostly working to locate these projects in <br />privately owned MRFs in Riverside and Orange counties. Phase III will include the <br />evaluation of 'hese offers and the presentation of the results tothe Board.
