The OUTBoard developed and <br />endorsed two lists of recommended projects to include in the the 2011-2017 TIP: 1) <br />projects in the areas of Orange County within the Metropolitan Area Boundary (MAB) of <br />the Durham-Chapel Hill-Carrboro (DCHC) Metropolitan Planning Organization (MPO) to <br />be considered for inclusion in the Metropolitan Transportation Planning Program <br />(MTIP); and 2) projects in areas of the County outside the Metropolitan Area Boundary <br />(MAB) to be considered for inclusion in the Triangle Area Rural Planning Organization <br />Regional Priority List. The OUTBoard's recommended Priority Lists separate projects <br />by mode, assigned the priority of each project with respect to other projects of the same <br />type (mode of transportation). <br />The Orange Unified Transportation Board recommends the following Priority List of <br />projects to the Orange County Board of Commissioners to endorse for inclusion in the <br />2011-2017 Metropolitan Transportation Improvement Program. <br />ORANGE COUNTY TRANSPORTATION PRIORITIES WITHIN THE MAB <br />Bicycle and Pedestrian Projects <br />1. TIP Protect No EB-4980 SR 1006 (Orange Grove Road) at Interstate 40: Construct <br />a pedestrian bridge over I-40. Interstate 40 separates two schools, Grady Brown <br />Elementary and Cedar Ridge High School, from residential areas north of the <br />interstate. The schools are within walking and cycling distance from <br />residential areas but bicyclists and pedestrians must share the roadway <br />with motor vehicles crossing the narrow two-lane bridge that carries <br />Orange Grove Road over Interstate 40. The bridge is too narrow to <br />accommodate a pedestrian walkway. Lack of an adequate pedestrian <br />crossing presents an unsafe environment for students to walk to the <br />
