3 <br />The DCHC MPO Technical Coordinating Committee (TCC) recommends the ranked list of <br />projects for each mode as a draft Regional Priority List. The TCC will also prepare priority lists <br />separated by NCDOT Highway Division. The TAC then applies local knowledge of those <br />factors that cannot be ranked quantitatively to refine the priority ranking for the Draft Priority <br />List that is released for public input prior to adopting the final DCHC MPO Priority List. <br />TARPO <br />TARPO separates projects by NCDOT Highway Division. Orange County is the only local <br />jurisdiction in TARPO that is in Division 7. Orange County's priority list is usually endorsed by <br />the RTAC as submitted. <br />Local <br />Projects proposed for inclusion in the TIP .must come from locally or regionally adopted plans. <br />Orange County has adopted or endorsed six planning documents that recommend options for <br />transportation improvements to address current and future transportation needs: <br />1. A Bicycle Transportation Plan <br />2. Recommendations of the Economic Development Transportation Work Group <br />3. Access Management Awareness Project & Report for Orange Grove Road <br />4. Durham-Chapel Hill-Carrboro Metropolitan Planning Organization (DCHC) 2030 Long <br />Range Transportation Plan. <br />5. Efland-Mebane Small Area Plan <br />6. Eno Economic Development District Area Small Area Plan. <br />2011-2017 TIP Schedule <br />The NCDOT has set December 31, 2008 as the deadline for Metropolitan Planning <br />Organizations and Rural Planning Organizations to submit their Priority Lists for NCDOT to <br />consider in development of the draft 2011-2017 STIP. (NCDOT has acknowledged that the <br />DCHC MPO will not be able to submit its Priority List for the 2011-2017 TIP until January <br />2009.) <br />Local jurisdictions must submit their priority lists to the MPO and RPO Technical Coordinating <br />Committees in early October in order for those committees to have enough time to develop <br />the regional priority lists that will be released for public comment. The DCHC MPO Lead <br />Planning Agency has established an October 14 deadline for local staff to submit project <br />worksheets to be used to rank projects for the regional list. The MPO schedule proposes that <br />the TAC release Draft Regional Priority List for public comment on November 12, .hold the <br />public hearing on December 10, and adopt the regional priority list on January 14, 2009. <br />The Triangle Area Rural Planning Organization will start its discussions for the rural priority <br />lists at its meeting on October 16 and approve the TARPO regional priority list on December <br />10, 2008. <br />Orange Unified Transportation Board Recommendation <br />The Orange Unified Transportation Board (OUTBoard), at its meeting on September 17, <br />2008, discussed Orange County's priority transportation needs, and endorsed two lists of <br />projects to recommend to the Board of County Commissioners to submit for consideration for <br />the 2011-2017 TIP: <br />
