2 <br />Orange County's Priority List for the 2011-2017 Transportation Improvement Program (TIP) <br />contains two sections: <br />• Projects within the Metropolitan Area Boundary (MAB) of the Durham-Chapel Hill- <br />Carrboro (DCHC) Metropolitan Planning Organization (MPO) must be submitted to the <br />MPO to be prioritized and considered for inclusion in regional Priority List for the MTIP. <br />• Pro,~ects within the rural areas of Orange County that are outside the MAB are submitted <br />to the Triangle Area Rural Planning Organization (TARPO) to be prioritized in the <br />regional Priority List of the RPO. <br />Project Selection Criteria: <br />DCHC MPO <br />DCHC MPO requests that the local jurisdictions apply the following screening criteria during <br />development of priority lists: <br />• How well the projects meets adopted regional goals (the project is in the current long <br />range transportation plan, implements community objectives, and has a broad base of <br />local support); <br />• How much benefit the project offers compared to the estimated cost; and <br />® How critical timing is for the project (the opportunity to do the project may be lost if it is <br />not included in this TIP cycle). <br />Projects submitted to the DCHC MPO are ranked with priority projects from other local <br />jurisdictions according to methodology approved by the TAC. The methodology ranks projects <br />by mode using different criteria applicable to each mode to prepare three priority lists. <br />Bicycle and pedestrian projects are awarded points based on: <br />• the amount of vehicular traffic, <br />• right-of-way availability, <br />• travel demand based on proximity to major destinations, <br />® local connectivity to existing bicycle and pedestrian facilities, and <br />• regional connectivity based on regional routes recognized in the 1992 Regional Bicycle <br />Plan. <br />Transit projects are awarded points based on: <br />• project timing needs, <br />• annual ridership, and <br />• number of connections to other transit systems. <br />Highway projects are awarded points based on: <br />• travel demand measured by volume to capacity ratio (V/C), <br />• safety based on crashes per 100 million vehicle miles, <br />• project benefits to other modes (carpool, transit, bicycle, pedestrian, intelligent <br />transportation systems, traffic demand management). <br />All types of projects are awarded points based on: <br />• environmental impacts, <br />• community impacts, <br />• impact on low income .and minority populations, and <br />• percentage of the total project cost that is funded in the currently funded TIP. <br />
