ATTACHMENT 5 <br />DRAFT ORANGE COUNTY TRANSPORTATION PRIORITY LIST ~~ <br />FOR AREAS WITHIN <br />THE TRIANGLE AREA RURAL PLANNING ORGANIZATION <br />FOR CONSIDERATION OF FUNDING IN <br />THE 2011- 2017 TRANSPORTATION IMPROVEMENT PROGRAM <br />4. US 70 East-Interstate 85 Connector: Construct connection from US 70 eastbound in <br />Efland to the Intersfiafie 85-US 70 Connector. Traffic has increased through <br />northwestern Orange County on Efland Cedar Grove Road as an alternative to NG <br />86. Much of that traffic "dog-legs" through Efland via Forrest Avenue to Mt. Willing <br />Road to access Interstate 85. Mt. Willing Road provides an at grade crossing of the <br />North Carolina Railroad corridor, the only access across the railroad tracks between <br />Hillsborough and Buckhorn Road. Traffic through Efland has increased <br />approximately 40% over the last 10 years on Mt. Willing Road just south of Forest <br />Avenue, from 4,800 average daily traffic (ADT) in1997 to 6,700 ADT in 2007, while <br />traffic on US 70 east of Efland Cedar Grove Road has increased only 2%, from <br />4,800 ADT in 1997 to 4,900 ADT in 2007. The Interstate 85/US 70 Connector just <br />east of~Efland is not accessible to traffic on eastbound US 70. This project would <br />enable traffic from northwest Orange County to access Interstate 85 more easily <br />without risking the many points of traffic conflict through Efland. <br />5. SR 1004, SR 1357 (Efland Cedar Grove Road)' straighten curves, make turn lane <br />improvements and construct bicycle facilities from Highland Farm Road (SR 1332 <br />to Carr Store Road (SR 1352). Traffic increased approximately 160% on Efland <br />Cedar Grove Road just north of US 70 during the period from 1997 to 2006, from <br />2,000 ADT in 1997 to 5,100 AADT in 2006. Most of the increase is due to traffic <br />from the northwestern part of Orange County using Efland Cedar Grove Road as an <br />alternative to NG 86 to reach Interstates 40/85. Efland Cedar Grove Road, from <br />Highland Farm Road to Garr Store Road is a segment of the secondary priority <br />bicycle transportation routes adopted in Orange County's Bicycle Transportation <br />Plan. <br />6. SR 1005 (Old Greensboro Road) bicycle facility' Add 4-ft. paved shoulders on Old <br />Greensboro Road from Carrboro's ETJ to the Orange/Alamance County line. This <br />route is the number 3 primary priority of the Orange County Bicycle Transportation <br />Plan, and would enhance bicycle transportation between southwestern Orange <br />County and Carrboro/Chapel Hill. This project is a segment of the Mountains to Sea <br />Bicycle Route. <br />7. Orange Grove Road/Dodson's Crossroad bicycle facilities• Construct 4-ft. .paved <br />shoulders along Orange Grave Road (SR 1006) from Interstate 4Q to Dodson's <br />Crossroads SR 1102 and alon Dodson's Crossroads to Dai land Road SR <br />1177. This route would provide bicycle facilities to the Grady Brown Elementary <br />School and Gedar Ridge High School from the area. soufih of the schools and <br />connect to a proposed bicycle facility on Orange Grove Road into Hillsborough. <br />Orange County has received a Safe Routes to School Action Plan Service Award to <br />develop a plan to make walking and bicycling to Grady Brown Elementary School <br />safer and more appealing. <br />
