DRAFT FOR COMMISSION REVIEW ONLY
FOREWORD
This is an outstanding opportunity to develop and direct the first in-house legal department of an
exceptional organization and be an important member of a dynamic community. Orange County
is home to the flagship campus of The University of North Carolina at Chapel Hill, to the towns of
Chapel Hill, Carrboro, Mebane (move), and Hillsborough, the County Seat, as well as a portion of
Mebane.
Orange County, founded in 1752, is a combination urban and rural community of over 121,000
citizens with a land area of 400 square miles, an array of residential housing and a widely
diversified population. Orange County is operated under a county manager/commission form of
government. The County Attorney will advise and report directly to the Board of County
Commissioners. The County is culturally diverse, progressive, and a leader in practicing
environmentally protective and sustainable development. The County population is well-educated
and is highly involved in all County government activities. Education, the environment, excellent
services and other quality of life issues are, important to Orange County citizens and to the Board
of County Commissioners.
The County is well regarded as a fiscally responsible, stable, well-managed and technically
advanced local government. The seven-member elected Board of County Commissioners is the
governing body of Orange County. The annual County budget is over $165 million, and there are
in excess of 770 full-time County employees.
