DRAFT FOR COMMISSION REVIEW ONLY <br />The successful candidate will be an active member in good standing in the State Bar of North <br />Carolina, but need not necessarily be a current resident of the State. The successful candidate <br />should possess a J.D. or LLB degree from a law school accredited by the American Bar <br />Association, and have ten years experience in the practice of law, including substantial experience <br />in local government law. Knowledge of land use and environmental- law is a requirement. <br />Evidence of continued professional development through active participation and leadership roles <br />in professional organizations and activities is also a plus. The Commission is seeking someone who operates with a "no-surprises" philosophy <br />and someone who shares information with all the Commissioners equally. <br />The successful candidate must be experienced in all facets of the legal field at the local <br />government level. The County desires a person who is familiar with North Carolina statutes and <br />processes. The successful candidate must be familiar with and understand the legal issues relating <br />to North Carolina land use laws. An understanding of employment and labor laws, actual practice <br />of local government law in North Carolina, and experience in a community that emphasizes <br />transparent and involved government is a plus. The ideal candidate has knowledge of North <br />Carolina land development law, water, annexation, eminent domain/condemnationLconservation <br />easement law; transportation/transit issues; personnel,~onstruction, housing, planning, elections------------- neletea: personal injury, <br />and constitutional requirements. He/she must be able to identify and respond to community and <br />County Commission issues, concerns and needs; analyze problems, identify alternative solutions, <br />project consequences of proposed actions and implement recommendations in support of goals; <br />build a collaborative team and hold staff accountable for results.
