Gordon, and Mike Nelson <br />COUNTY :COMMISSIONERS ABSENT: <br />COUNTY ATTORNEY"PRESENT:. Geof Gledhill <br />COUNTY STAFF, PRESENT County Manager Laura. Blackmon, Assistant County <br />Managers Vllillie Best and Gwe.n'Harvey, and Deputy Clerkto the Board Ravid Hunt (All other.. <br />staff members will. be identified appropriately below) <br />NOTE: ALL DOCUMENTS REFERRED TO" IN THESE MINUTES ARE IN THE <br />PERMANENT AGENDA FILE'IN THE CLERK'S OFFICE. <br />The meeting was called to .order at 7:32 pm. <br />~. Orange County Housing Authority Bylaws'<Revision <br />Jabrina Robinson, Vice-Chair of the Affortlable Housing Advisory Board, highlighted th,e <br />significant changes to the bylaws. She said that when the AHAB met with the Board of County, <br />Commissioners in August, the Board asked the AHAB to go: back and review the bylaws of the <br />Orange County Housing Authority to bring them up to date with some. of the goals discussed: for' <br />the Housing Authority. Most of the changes are minor. The first section is in Article II. It was <br />decided that the Board of Commissioners ofthe Authority shall consist of seven members. <br />Commissioner Gordon' made reference to Article. I, Section 3, and suggested that it <br />should say, '`at such other place rn Orange County..." <br />Geof Gledhill said that it could meet outside of ©range County and there. is no law <br />preventing it from .doing so. <br />Commissioner Gordon said that the preference would be to meet in Orange County. <br />.Commissioner Gordon asked if the members had to be .called commissioners.. Jabrina <br />Robinson said that ny statute they are def ned as board of commissioners. <br />Chair Jacobs suggested saying the Housing Authority Board of Commissioners to. <br />differentiate from other commissioners. <br />Chan Jacobs asked about the purpose of no ,eommissionerbcing a.County official, <br />Jabrina Robinson said that this is designated by statute. <br />Jabrina Robinson made reference to revisions to Article III, Section 5, and that the <br />Executive Director shall be appointed by the. C)range:County Manager; and compensation will <br />also.. be determined by the County Manager: <br />Commissioner Gordon asked where the purpose of the Housing Authority was outlined <br />and Geof Gledhill said that it is'in the charter: Commissioner Gordon suggested that this should <br />be outlined in the general statute. She also suggested :changing; "chairmen" to "chair" <br />throughout the. document. <br />
