34 <br />Article 8.2.1 <br />X Will Will Not <br />The Planning Board voted <br />unanimously to make an <br />affirmative finding based on <br />the following: <br />X Will Will Not <br />2. The use will maintain or <br />enhance the value of <br />contiguous property (unless the <br />use is a public .necessity, in <br />which case the use need not <br />maintain or enhance the value <br />of contiguous property). <br />Article 8.2.1 <br />3. The location and character of <br />the use, if developed according <br />to the plan submitted, will be in <br />harmony with the area in which <br />it is to be located and the use is <br />in compliance with the general <br />plan for the physical <br />development of the County as <br />embodied in these regulations <br />or in the Comprehensive Plan, <br />or .portion thereof, adopted by <br />the Board of County <br />Commissioners. <br />The applicant provided an <br />appraisal from Mr. Everret <br />Vic) Knight indicating that the <br />proposed use would maintain <br />the value of adjacent property. <br />No formal evidence was <br />presented to the Planning <br />Board refuting Mr. Knight's <br />findings. <br />The Planning Board voted <br />unanimously to make an <br />affirmative finding based on <br />X Is ,_ is Not the following: <br />The applicant provided <br />sufficient detail proving that <br />the proposed use complies <br />with all applicable County <br />standards for the development <br />of schools and was consistent <br />with the regulations/goals <br />outlined within the County <br />Comprehensive Plan. <br />While the Planning Board <br />understood and sympathized <br />with the concerns of the <br />adjacent property owners, the <br />anecdotal evidence provided <br />via sworn testimony at the <br />June 24, 2008 Public Hearing <br />and the various e-mailed <br />letters provided to Board <br />members from adjacent <br />property owners did not <br />warrant denial of the <br />application as it did not <br />establish competent evidence <br />that the project was <br />inconsistent with County <br />regulations or policies. <br />X Is _ Is Not <br />
