BRA shall be required to submit and receive approval of a Master Utility <br />Plan by the City of Mebane prior to the commencement of land disturbing <br />activities. <br />4. BRA shall develop and cause the review by the County Attorney's office and the <br />City of Mebane, all internal cross-easement agreements establishing vehicular <br />and pedestrian access throughout the Property on internal roadways, sidewalks, <br />trails, etc. These easement documents shall not be recorded until approved by <br />all identified parties. <br />No permits shall be issued until these easements have been recorded. <br />5. BRA shall develop and cause the review by the County Attorney's office and the <br />City of Mebane ownership agreements outlining BRA's responsibility for the <br />perpetual upkeep and maintenance of all common areas, roadways, sidewalks, <br />trails, landscape areas, internal landscaped medians, buffers, open space areas, <br />utilities, and other similar apparatuses associated with the development of the <br />Project. <br />No permits for the Project shall be issued until these documents have been <br />recorded. <br />6. BRA shall develop and cause the review and approval of a Memorandum of <br />Agreement regarding transit service among the County, City of Mebane, NC <br />DOT, and any other applicable transit agency. <br />The Agreement shall describe how the bus transit service shall be provided such <br />that all building entrances are within one-quarter (1/4) mile of a transit stop. <br />Further, the agreement shall detail how service shall be phased such that it shall <br />be provided prior to issuance of the last certificate of occupancy for each <br />development phase. <br />Each transit stop shall have a covered and at least partially enclosed transit <br />shelter with kiosks illuminated to five (5) average maintained foot-candies. <br />Information at each kiosk shall detail local transit information including basic <br />schedule and route information. <br />In addition to all other applicable Federal, State, and local regulations concerning <br />the review, approval, and permitting of any and all land disturbing activities for the <br />Project, the following additional requirements shall be adhered to: <br />1. BRA shall cause the following master planning documents to be prepared for <br />review and approval by the County and any other relevant local, State, or <br />Federal agency prior to any permit being issued for the Project: <br />a. A master utility plan outlining, in detail, all external and internal utility work <br />that will need to be completed in order to allow for the development of the <br />Project as approved by the County. <br />
