The purpose, intent, and goals of the Growth Management System adopted by the <br />BOCC in 2003; <br />c. The Orange County Water and Sewer Management Planning and Boundary <br />Agreement (WASMPBA) between the City of Mebane and Orange County; and <br />d. Orange County Economic Development Strategic Plan for Growth; and <br />e. The adopted Efland - Mebane Small Area Plan. <br />f. The March 1, 2004 Utility Services Agreement between Orange County and the <br />City of Mebane. <br />2. That pursuant to Article Seven (7) of the Ordinance, the Board finds that the proposed <br />Zoning Atlas Amendment is consistent with the purpose and intent of the Ordinance <br />requirements and that, in accordance with Section 7.5.4, the Board makes the following <br />findings: <br />(a) As to the suitability of the proposals for the general type of PD category, <br />the physical characteristics of the land, and relation of the proposed <br />development to surrounding areas and existing and probable future <br />development; <br />The Board finds that: <br />i. That the Property is suitable for development as a Planned <br />Development, <br />ii. That the physical characteristics of the Property do allow for the <br />development of such a project as proposed by the Applicant, <br />iii. That the uses proposed within the Application are similar to <br />existing and probable future development in the surrounding area, <br />and <br />(b) As to relation to major roads and mass transit facilities, utilities and other <br />facilities and services; <br />The Board finds that: <br />i. That Property is properly situated and located to be served by <br />existing major roads and mass transit facilities, <br />
