pRgFl' SCHOOL IMPACT FEES: Cw~re~ Mu-G~laoeo Crrv SCHOOLS <br />Orange County, North Caro-ina <br />METHODOLOGY <br />The Chapel Hill-Carrboro City Schools impact fee methodology is based on current average <br />public school student generation rates, level of service standards, and local costs. Figure 3 <br />illustrates the methodology used to calculate the fee. The school impact fees use an incremental <br />expansion approach, which documents the current level of service for public facilities in both <br />quantitative and qualitative measures. The intent is to use impact fee revenue to expand or <br />provide additional facilities, as needed to accommodate new development, based on the current <br />level of service and cost to provide capital improvements. All school levels are included in the <br />fees. Costs for school buildings, land for school sites, portable classrooms, support facilities, and <br />buses/vehicles are included in the fee. The costs are adjusted to account for estimated State <br />fiznding for capacity projects; therefore the fees reflect the County's share of the total costs. <br />Finally, a credit for future principal payments on existing debt is included. <br />Figure 3.
