DRAFT SCHOOL IMPACT FEES: Cw~e~ Hiu.-C~eoRO Cmr SCN0015 <br />Orange County, North Carolina <br />improvements, the need for which is created in substantial part by the new development that <br />takes place within the County."4 <br />Orange County is served by two school systems, Orange County Schools and Chapel Hill- <br />Carrboro City Schools (CHCCS). TischlerBise analyzed and calculated school impact fees for <br />each school system. This report details the results of the Chapel Hill.-Carrboro City Schools <br />impact fees. The report for Orange County Schools is issued under separate cover. The reports <br />comply with relevant requirements for calculation of impact fees. <br />CHCCS impact fees are derived using the incremental approach. This approach determines <br />current level of service standards for school buildings. (elementary, middle, and high), land for <br />school sites, portable classrooms, support facilities, and buses. Level of service standards are <br />derived rising the adopted standards per the County's Schools Adequate Public Facility <br />Ordinance (SAPFO) and Memorandum of Understanding and are expressed as follows: <br />^ School buildings: Square feet per student by type of school, <br />^ Land: Acres per student by type of school; <br />^ Portable classrooms: Classrooms per student by type of school; <br />^ Support facilities: Cost per student; and <br />^ Buses/other vehicles: Number of vehicles per student. <br />A credit is included in the impact fee to account for outstanding debt on Chapel Hill-Carrboro <br />School improvements.
