ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: October 7, 2008 <br />Action Agen a ~ <br />Item No. ~_ <br />SUBJECT: Contract for Architectural Feasibility and Design Services, Jail Expansion <br />DEPARTMENT: Purchasing PUBLIC HEARING: (Y/N) No <br />ATTACHMENT(S): INFORMATION CONTACT: <br />a) AIA Standard Form of Agreement Pam Jones, 919-245-2652 <br />with Exhibit A -Feasibility Study <br />Scope of Services <br />b) 2008 Standard Rate Schedule <br />PURPOSE: To consider approving a contract with Ware Bonsall Architects to conduct a <br />feasibility study covering options for adding cell space to the County's Jail. <br />BACKGROUND: The Board has recently been apprized of the continuing concerns of the <br />Sheriff regarding overcrowding in the Jail and specifically the additional cell space needed for <br />female inmates. The Sheriff and County staff have previously discussed the need for <br />programming two 20-bed dormitory containment bays for female and misdemeanant males with <br />Glen Ware of Ware Bonsall Architects, a design firm that specializes in inmate housing. Staff <br />and Ware Bonsall concluded that a basement expansion could meet this need, but would <br />require further feasibility analysis. Expanding the overall footprint of the jail has not previously <br />been considered in light of the Hillsborough Historic Commission guidelines. However, <br />additional study regarding the use of a modular unit placed adjacent to the existing Jail building <br />will also be explored. <br />The Scope of Services is included as Exhibit A in the attached AIA agreement. The analysis <br />would provide options and detail the recommended project scope, schedule, design, conceptual <br />budget, and construction delivery method. The work completed during this phase will provide <br />the basis of design development, in the event the Board determines the project should move <br />forward after reviewing the options. <br />FINANCIAL IMPACT: The work contained in the Scope of Services will not exceed $17,500, <br />plus reimbursable expenses. Reimbursable expenses include such things as copying, mileage, <br />phone charges, etc. Funding for this work is included in the proposed FY 2008-2018 Capital <br />Investment Plan. <br />RECOMMENDATION(S): The Manager recommends that the Board approve a contract, <br />contingent upon final review by staff and the County Attorney review, with Ware Bonsall <br />Architects to conduct a feasibility study covering options for adding cell space to the County's <br />Jail at snot-to-exceed cost of $17,500; and exempt this project from the qualifications based <br />selection process for architects and engineers as provided in G.S. 143-64-32; and authorize the <br />Chair to sign on behalf of the Board. <br />
