7 ;:1'E 397 <br />Commissioner Ray stated that the Hillsborough Jaycees were wanting to <br />sponsor a carnival in September, but that he understood Orange County had <br />enacted a local bill which would prohibit the holding of carnivals in the <br />county. Discussion ensued. The County Attorney was requested to check <br />the statutes to see if Orange County was included in such a bill and if he <br />found this to be a fact then the County was to pursue the matter of having <br />the local bill repealed, thus placing Orange County under the statute relative <br />to carnivals provided that the control of license for carnivals was retained <br />by the County Board of Commissioners. If the General Statutes did not provide <br />for Commissioner control, then Donald Stanford would be requested to introduce <br />a local bill for Orange County. <br />Chairman Smith read a letter from the State Welfare Board which stated that <br />the term of Sherman Shelton would expire and that Mr. Shelton will not be <br />eligible for re-appointment, because of the policy of the State Welfare Board <br />that a member cannot serve for more than six years on the Welfare Board. This <br />matter was deferred until a later date. <br />Commissioner Bennett, member of the PAC Committee, presented the following <br />legislation for the consideration of the Board: <br />HS Bill 881 would provide for a school fiscal officer appointed by county <br />and city boards of education, would assume all authority of County <br />Treasurer relative to county school funds and would also change present <br />disbursement procedures by providing that school funds be paid out only <br />on warrants signed by Chairman and Secretary of Board of Education and <br />countersigned by school fiscal officer. HS Bill 881 would also repeal <br />G.S. 155-$ to remove county treasurer as ex officio treasurer of county <br />board of education. <br />Upon motion of Commissioner Ray, seconded by Commissioner Ward, it was <br />moved and unanimously adopted that the Orange County Board of Commissioners <br />go on record being opposed to HS Bill 861. <br />Discussion ensued relative to State Wide Sales Tax bill designated as <br />HS Bill 332 and SB 258. The clerk was instructed to re-confirm its position <br />of endorsing the statewide sales tax bill. The clerk was instructed to advise <br />John.Morrisey and Orange County's representatives in the General Assembly of <br />their support for said bill. <br />Discussion ensued relative to HS Bill 71x.l and Senate Bill 457. These <br />bills will require the County Election Boards to establish a full time system <br />of registration as prescribed by the State Board before January 1, 1971. <br />Provides for hiring of county election board executive secretary and "permits" <br />counties having less than 14,001 registered voters to maintain a part time <br />office under State Board regulations. <br />Discussion ensued relative to the cost involved in the establishment of <br />a full time elections office. Commissioner Ray suggested that full time <br />registration could be performed in conjunction with another department of <br />County government, thus eliminating the establishment of separate facilities. <br />Chairman Smith stated that it was his opinion that the Board had committed <br />itself to the establishment of a full time system of registration. Further <br />discussion ensued. <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, it was <br />moved that the Orange County Board of Commissioners go on record opposing <br />certain portions of HS Bill 741 and Senate Bill 457. Chairman Smith called <br />for a vote on the motion. Commissioners Ray, Bennett, Ward and Walker voted <br />aye and Chairman Smith voted nay. Chairman Smith then declared the motion <br />passed. <br />Chairman Smith read a letter from Alex McMahon, Chairman of the Greater <br />Chapel Hill Fire Protection District Commission. Said letter requested that <br />the fire district be expanded to include the property of Amity. Methodist Church. <br />Upon motion of Commissioner Ward, seconded by Commissioner Ray, the <br />following resolution was unanimously adopted: <br />TO: THE BOARD OF COMMISSIONERS OF ORANGE COUNTY <br />THE BOARD OF ALDERMEN OF THE TOWN OF CHAPEL HILL <br />We, the undersigned members of the Greater Chapel Hill Fire Protection <br />District Commission, in accordance with the provisions of Section 60-25.11 (a) <br />of the General Statutes of North Carolina, as amended by Chapter 302, Session <br />Laws of 1957, and upon application of the owners of property in the territory <br />hereinafter described, do hereby unanimously recommend to your honorable <br />Boards that the following described territory be added to the present <br />territory of the said District:
