2 <br />county boundary based on extensive field and office research conducted by NCGS during the <br />past few months. <br />The North Carolina Geodetic Survey (NCGS) has surveyed the line. The purpose of the survey <br />was to correctly map the original 1849 Alamance/County line using modern technology. The <br />survey is an effort to place monuments in the ground to mark critical points along the survey <br />line. <br />Public Information Sessions <br />After the NCGS completed their work, Orange County and Alamance County were able to <br />assess which properties were affected and sent out a letter to 422 individuals that were in the <br />vicinity of the verified line as well as previous approximations of the boundary location. <br />On September 3`d and 4th, 2008, meetings were held at the Hebron United Methodist Church <br />and the Mebane Arts Center. Total attendance at the two meetings was approximately 160 <br />people (125 attending the Methodist Church meeting and approximately 35 attending the <br />Mebane Arts Center meeting). The purpose of the meetings, hosted by staff from both <br />counties, was to explain to attendees: <br />• The reason for the meeting <br />• Answer or research technical questions (direct them to key individuals to answer <br />questions or visit the established website for frequently asked questions; the website <br />address is: http://www.co.orange.nc.us/planning/NCGSCountyBoundary.asp) <br />® Historical Context <br />Process used to reconfirm 1849 boundary <br />® What services could be affected <br />• Next steps including eventual formal public hearings with elected officials <br />The results of these meetings are summarized to the best of staff recording by the attached <br />charts and tables in Attachments 1 c and 2a-e. The maps in Attachment 3 depict two areas of <br />special concern along the entire county boundary. The NCGS proposed line is noted in green. <br />The Orange County GIS line is noted in orange and the Alamance County GIS line is noted in <br />purple. If the NCGS line is chosen, the maps show in orange which properties would be added <br />to Orange County and in purple which properties would be added to Alamance County. <br />FINANCIAL IMPACT: To date, there has been no financial impact for the survey other than <br />existing staff time to address the issue. Based upon future direction from elected officials to <br />staff, there may be costs involved if the boundary line is adjusted or altered to mitigate impact. <br />RECOMMENDATION(S): The Manager recommends that the Board: <br />(1) receive the report for information, <br />(2) request staff to continue the progress to remedy the boundary line issue, and <br />(3) discuss the timeframe for a possible public hearing. <br />
