This current <br />proposal is based on a proposal we drafted earlier this year (April, `07), and is modified to reflect our <br />most recent discussions (12/7!07), <br />The Orange County Board of Commissioners and the Hillsborough Town Board of Commissioners <br />have agreed to initiate discussions intended to develop, for execution, an Interlocal Agreement. The <br />provisions that are to be included in this Interiocal Agreement are to include: <br />p. A map indicating formal and lega{[y-binding changes to Hillsborough's Extraterritorial <br />Jurisdiction (ETJ~. The starting point for discussion about these changes shall be <br />recommendations in the Navember 2006 Strategic Growth Plan Report. <br />b. A map indicating a jointly agreed-upon boundary for land that .can be considered for future <br />annexation by the Town of Hillsborough. The starting point for discussion about this boundary <br />shall be the Annexation Boundary recommended in the November 2006 Strategic Growth Plan <br />Report. <br />c. A rnarJ indicating, for areas outside Hillsborough's new ETJ 'boundary but within the newly <br />defined Future Annexation Boundary. areas called "Proposed Hillsborough Services/Future <br />Annexa#ion Area" in which Hillsborough's municipal land use regulations as they may be jointly <br />agreed upon, should be applied, to two specific. interest areas with delegation of authority to the <br />Town of Hillsborough for administering regulations in one area and Orange County, the other. <br />d. A map. indicating areas that are outside of Hillsborough'sjurisdictional interest (i.e., Town <br />Lirnita, E7J, '`Proposed Hillsborough ServiceslFuture Annexation Area"}, which are part of the <br />Orange CountylTown of Hillsborough peripheral Coordinated Planning Area, where <br />mechanisms will be established for courtesy review and information-sharing as development <br />proposals are considered. <br /> <br />
