<br />Senate Bill 269 would limit valuation of farm land to its use for <br />agricultural purposes. <br />Upon motion of Commission Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that the Orange County Board of Commissioners <br />go on record as not being opposed to the entent of this bill, but that they are <br />opposed to the bill in its present form, as the law would be difficult to <br />administer in its present form. <br />House Bill 429 would exempt from ad valorem taxation the first <br />$2,000 of appraised value of the residence owned by persons 65 or older. <br />Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that the Orange County Board of Commissioners go <br />on record as being opposed to House Bill 429. <br />Discussion ensued relative to a one cent sales tax. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was <br />moved and unanimously adopted, that the Orange County Board of Commissioners <br />go on record and the clerk was instructed to request Orange County's <br />representatives to introduce a local bill which would allow Orange County to <br />call for a vote on the one cent local sales tax. <br />Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that the clerk forward the following road petitions <br />to the State Highway Commission: <br />SR 1972 and SR 1958 (Morrowls Mill Road) and access road at the <br />intersection of U.S. Highway 15-501 and the old Durham Road. <br />The access road was accepted only if the monies did not come from the <br />primary road funds allocated Orange County. <br />Cyrus Green, member of the Hillsborough Exchange Club, requested permission <br />to install, on a temporary basis, the Freedom Shrines somewhere in the old <br />Courthouse. These shrines would later be placed in the New Junior High School. <br />Upon motion of Commissioner Bennett, seconded by Commissioner Ward, it was <br />moved and unar_imoushT adopted, that the Hillsborough Exchange Club be authorized <br />to install,in the old Courthouse,the Freedom Shrines and that the arrangements for <br />the installation would be agreed upon between the County Administrator and other <br />interested agencies. <br />The County Administrator presented a request from the Carolina Union Board <br />for permission to hold a Firework Display in Kenan Stadium on Saturday, May 3, <br />1969. The Firework Display would be supervised by the fire department. <br />Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was <br />moved and unanimously adopted, that the Carolina Union Board be authorized to <br />hold a Firework Display to be held in Kenan Stadium on Saturday, May 3, 1969, <br />under the supervision of the fire department. <br />The matter of a bill entitled "Ex-Territorial Zoning and Subdivision <br />.jurisdiction of the Towns of Chapel Hill and Carrboro" was presented by Vice <br />Chairman Walker. Discussion ensued relative to this matter. The Board of <br />Commissioners went on record as being opposed to the proposed legislation as <br />they felt there was not adequate time to study same. <br />The County Administrator was requested to advise Donald Stanford of the <br />opposition of the Board to this proposed legislation. <br />Commissioner Ward informed the Board that the Employees of the Orange- <br />Person Mental Health Center wish to become members of the North Carolina Local <br />Governmental Employees' Retirement System. This matter was taken under advisement <br />as there were a number of cuestions relative to this matter which needed answering. <br />Sheriff C. D. Knight was present and discussed,with the Board, the Governors <br />Commission on Law and Order. Sheriff Knight informed the Board that Law Enforcement <br />Districts could be formed with several counties thus having a population of <br />150,000 or more. That the commission would enable counties to receive federal <br />aid to law enforcement agencies in these counties under a program now being <br />established by the Federal government. He stated that he felt it would be wise if <br />the c^tinties of Orange, Chatham and Alamance would join together in a law <br />Enforcement District in order to secure a grant from the Federal Government, as the <br />grant would entitle Orange County to at least $1,800 per year for the training of <br />personnel, for the purchase of riot equipment and communication eouipment. The <br />Counties would have to allocate twenty-five (25%) percent to the program. Sheriff <br />Knight stated that he did endorse this recommendation and requested that the Orange <br />County Board pass upon same.
