D. Findings <br />1. Overall -' <br />Chart 1 compares the Orange County work force to the recruitment area labor <br />force by race and sex as of November 1, 1998. This indicates: <br />- Orange County's total utilization of minorities in the work force (28.4 percent) <br />exceeds the availability of minorities in the recruitment area labor force (24.8 <br />percent). <br />- Orange County's total utilization of women in the work force (58.6 percent) <br />exceeds the availability of women in the recruitment area labor force (48.3 <br />percent). <br />2. By EEO Category <br />Charts 2 and 3 compare the Orange County work force to the recruitment area <br />labor force for minorities and women for each EEO category as of November 1, <br />1996. Appendix D provides a comparison of recruitment area availability and the <br />Orange County work force by race and sex.
