Personnel provides counseling to employees on promotional opporhzni.ties <br />and encourages minorities and women to participate in career progression <br />and development activities. <br />e. Personnel provides a 24-hour job information line available to Orange <br />County employees for their use in seeking promotional opportunity <br />information. <br />3. Externall2ecruitment <br />a. If internal recruitment does not yield a final candidate; Personnel initiates <br />the external recruitment process at the hiring department's request. <br />External recruitment continues for a minimum of 10 workdays. <br />b. In the external recruitment process, Personnel communicates the <br />availability of openings through: <br />- Posting the opening on the Employment Opportunities Bulletin in the <br />Personnel Department. <br />- Listing the opening with the Employment Security Commission. <br />- Advertising in newspapers, including those targeted toward the <br />minority population, and other special advertising such as in trade <br />periodicals. <br />- Distributing the announcement to other appropriate recruitment <br />sources including potential sources yielding qualified applicants who <br />are minorities and women. Among other things, Personnel maintains a <br />list of community contacts to whom opening announcements are <br />mailed. <br />- Listing the opening on the County's job information telephone line. <br />- Listing the opening on the Orange County Job Openings Internet site. <br />All opening announcements or advertisements include an equal opportunity <br />employer statement. <br />c. To apply for an opening, an individual must complete an official County <br />application and submit it to the Personnel Department by the posted closing <br />date. Applications are only accepted for positions open for recruitment. <br />-9- <br />
