ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date:. November 16, 1999
Action Agenda
Item No. q -.~`
SUBJECT: Telecasting County Commissioners Meetings and Cable Franchise Negotiations Update
DEPARTMENT: County Manager PUBLIC HEARING: (Y/N) No
ATTACHMENT(S):. INFORMATION CONTACT:
Franchise Negotiations Update Albert Kittrell, ext 2300
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane 336-227-2031
PURPOSE: To consider telecasting County Commissioners Meetings on tape delay basis and receive an
update on Time Warner Cable franchise negotiations
i
BACKGROUND: In March 1999 staff solicited proposals to telecast Board meetings. The Peoples Channel
submitted the only proposal. On Apri120, 1999 .the Peoples Channel taped the Board meeting to demonstrate
the quality of their video production. During the spring and summer of 1999 the Cable. TV Citizen Advisory
Committee and staff initiated several discussions regarding the. telecasting of Board meetings with the Peoples
Channel and Time Warner. Cable. The following are the most important points of the discussions with the
Peoples Channel and Time Warner Cable:
• The Peoples Channel will provide the video production for regular Board meetings at a cost of $750.00 per
meeting or $18,000 annually.
• The Peoples Channel. is prepared to video meetings other than commissioners regular Board meetings at an
amount to be negotiated before each meeting.
• Based on the Peoples Channel audio/visual engineer, the meeting room at the Southern Human Services
Center does not require retrofitting to telecast commissioners meetings, however, the lighting must be
adjusted to eliminate glare. The F. Gordon Battle Courtroom will require portable lighting and equipment
for each meeting to enhance video production.
• Three cameras with operators will provide the coverage.. Their cameras will be located in the most
unobtrusive areas of the room.
