The Durham County portion between US 15-501 and NC 147 is scheduled for <br />construction in Federal Fiscal Years 2002-04; construction in Orange County is not currently scheduled. <br />Though construction will be done in separate phases, the Federal Highway Administration requires that <br />environmental impacts be addressed for the entire project. NCDOT is holding the above-referenced <br />workshop to receive comments from the public for use in preparing the environmental document. <br />Planning staff has been directed to investigate the following areas for consideration in formulating a <br />BOCC position on the proposed. widening: <br />Noise -The attached letter from David McCoy, NCDOT Secretary, to Durham County Commissioner, <br />Becky Heron indicates a preliminary noise analysis did not identify any locations where noise. walls <br />would be recommended; however, the final noise analysis for Orange County may be delayed until that <br />portion of the project is funded. Staff will provide a land use map to NCDOT for residential locations. <br />Construction - As referenced above, construction is not yet scheduled. When it does commence, <br />however, it will take place in the existing 46 foot median and not require additional right-of--way. <br />Environment/Erosion Control - It is difficult at this stage to say what the environmentaUerosion control <br />impacts may be. However, they should be minimized because additional right-of--way will not be needed. <br />Timeframe -Construction on the Orange County portion of I-3306 will be post 2006. <br />Property Values -Unable to determine at this time. <br />Air Oualiiy -Awaiting additional information from NCDOT Statewide Planning Branch. <br />h:bocc\i40impct.rtfll 1-9-99\gb <br />
