ATTACHMENT <br />ORANGE COUNTY PLANNING DEPARTMENT <br />306F REVERE ROAD <br />IIILI SBOROUGH, NORTH CAROLINA <br />0 <br />b° .w <br />4 <br />fiOr +b Cato�tip� <br />MEMORANDUM <br />Tor Orange County Board of County Commissioners <br />FROM: Craig Benedict, Planning Director <br />DATE: November 17, 1999 <br />SUBJECT: BOCC November 22, 1999, Work Session: <br />Written Report, Orange County Transportation Priority List <br />Please review the attached transportation priority list of Requested Projects <br />(Attachment 2) .forwarded to the Technical Coordinating - Committee for <br />consideration in the development of the Regional Priorities List of transportation <br />projects for the 2002 -2008 Durham- Chapel Hill - Carrboro Metropolitan <br />Transportation Improvement Program: The projects include those from the <br />Orange County Transportation Priority List (Attachment 3) submitted. in October, <br />1997, by the Board of County Commissioners for consideration in the <br />development of the 1999 -2005 DCHC MTIP. Attachment 4 lists the status of <br />requested projects with respect to the (current) 2000 2006 STIP. Attachment 5 <br />is the 2000 -- 2006 TIP for Division 7 which includes Orange County. <br />Staff will prepare an .agenda item for the December 7, 1999, BOCC meeting for <br />BOCC endorsement/approval of the Orange County Priority List. The approved <br />list will then be submitted to the TCC and Board of Transportation to be <br />considered in the development of the 2002 -2008 DCHC MTIP. <br />The Regional Priority List Development <br />Projects are submitted to the Metropolitan. Planning Organization (MPO) by <br />member agencies within the Metropolitan Planning Area. <br />The lead planning agency staff performs technical analyses on .all projects and <br />ranks each project according to the following: <br />• Regional goals (how well the project meets the adopted regional goals); <br />• Cost effectiveness (cost vs. benefits); <br />• Timing factor (will opportunity for project be lost if not included in current <br />priority, cycle ?); <br />® Specific project merits: <br />
