ATTACHMENT 4 13 <br />CURRENT STATUS OF ORANGE COUNTY'S TIP PRIORITY LIST COMPARED TO <br />THE 2000-2006 STATE TRANSPORTATION IMPROVEMENT PROGRAM <br />ORANGE COUNTY PROJECTS WITHIN <br />THE DURHAM-CHAPEL HILL-CARRB• R• <br />METROPOLITAN PLANNING AREA <br />REQUESTED PROJECTS <br />1) U-2805: Homestead Road Widening - This project remains Orange County's top priority for new <br />road projects requested from TIP funds. Orange County, requests the further advancement of <br />Homestead Road in the TIP schedule for the following reasons: a) in the year 2000, the <br />completed widening of Airport Road will approximately double its capacity and provide increased <br />access to the land served by Homestead Road; and b) there will be a period of approximately two <br />years during which accident exposure will be increased because Homestead Road Will not have <br />been improved at the same time as Airport Road. <br />STATUS: 2000-2006 STATE TRANSPORTATION AMPROVEMENT PROGRAM SCHEDULES <br />CONSTRUCTION FOR THIS PROJECT TO BEGIN IN . 2004 (CONSTRUCTION HAS BEEN <br />DELAYED FOR THREE, YEARS - WAS SCHEDULED FOR MID-2001 IN THE 1998-2004 <br />STIP). <br />2) NC 86. construct bicycle lanes: from Chapel Hill (Whitfield Road) to Hillsborough (US 70). <br />Scheduled improvements to Airport Road (NC86) in Chapel Hill will extend bicycle facilities from <br />UNC to Whitfield, Road (SR 1731) in Orange County. NC 86 from Chapel Hill to two is <br />experiencing increasing numbers of bicyclists using this mute and there are also two new schools <br />along this route. This mute is listed as priority I of the primary bicycle routes proposed in the <br />Orange County Bicy6le'Transportation Plan adopted April 6, 1999. Orange County requests that <br />bicycle lanes be constructed. <br />SATUS: THIS PROJECT IS INCLUDED IN THE <br />2000-2006 STATE TRANSPORTATION <br />IMPROVEMENT PROGRAM AS AN INCIDENTAL BICYCLE NEED. NOT ALL NEEDS HAVE <br />A CORRESPPONDING HIGHWAY PROJECT SCHEDULED AT THIS TIME. IF A HIGHWAY <br />PROJECT IS SCHEDULED TO WIDEN NC 86 (FROM WHITFIELD ROAD TO Us 70 IN <br />HILLSBOROUGH), BICYCLE LANES WILL BE PROGRAMMED AS PART OF THAT <br />PROJECT. <br />3) US 70 Bypass Widening;' from the intersection of US 70 Business to the US 70 — 1-85 Connector, <br />widen US 70 Bypass to a four-lane divided section with bike and pedestrian improvements. This <br />project should be phased to address traffic counts and existing congestion. Orange County <br />requests that this project be identified as a need and included in the 2002-2008 STIP. <br />STATUS: THIS PROJECT IS NOT INCLUDED IN THE 2000-2006 STATE TRANSPORTATION <br />IMPROVEMENT PROGRAM. <br />OTHER REQUESTS <br />1) 1-3306 Section A: widening of 1-40 to six lanes from 1-85 in Orange County I <br />Freeway) in Durham County — Orange County requests that the development of the Major <br />Investment Study and Environmental Impact Statement for this project include ensurances that <br />the project will not have detrimental land use impacts to the Orange County Comprehensive Plan. <br />g:\klincoln\tip02-08\status.doc\I 1-17-99*1 <br />
