ORANGE COUNTY
BOARD OF COMMISSIONERS
ACTION AGENDA ITEM ABSTRACT
Meeting Date: November 22, 1999
Action Agenda
Item No. 3.
SUBJECT: Criteria for Parkland Acquisitions
DEPARTMENT: Environment and Resource PUBLIC HEARING: (Y/N) No
Conservation
ATTACHMENT(S): INFORMATION CONTACT:
Proposed Criteria from "A Lands Legacy David Stancil, 245-2590
Program for Orange County"
TELEPHONE NUMBERS:
Hillsborough 732-8181
Chapel Hill 968-4501
Durham 688-7331
Mebane. 336-227-2031
PURPOSE: To consider proposed criteria for evaluating land acquisitions for parkland, as
developed by the Joint Master Recreation and Parks Work Group and included in the draft
program "A Lands Legacy Program for Orange County."
BACKGROUND: As a part of their report in May of this year, the Joint Master Recreation and
Parks Work Group developed a set of goals, objectives and criteria for evaluating parkland
acquisition opportunities. The criteria from this report has been included in the first draft of "A
Lands Legacy Program for Orange County", as reviewed at the BOCC's October 12
worksession, with the intent of using this criteria as the basis for evaluating proposals for
acquiring parkland.
The proposed criteria are attached. If this criteria package is acceptable, it will be incorporated
into the next Lands Legacy draft and can be used to evaluate proposals that are require
evaluation prior to the program's adoption.
FINANCIAL IMPACT: No direct financial impacts result from the use of the proposed criteria,
although the criteria would determine where County funds are expended for parklands.
RECOMMENDATION(S): The Manager recommends that the Board revise the proposed
criteria and agree to use this to evaluate parkland proposals on an interim basis until the Lands
Legacy program is adopted.
