2 <br />Proposed Site Conditions <br />Roads: <br />• Access to subdivision is from NC 157 near the intersection of Berry Road (SR1523) <br />(1997 NCDOT Average Daily Traffic: 2100 VPD at Guess Road intersection) <br />• Proposed public streets to be built to NCDOT standards <br />• Access to the western tract from NC 157 is at the southernmost part of the property to allow for <br />better site visibility <br />Water and Sewer: <br />• Individual well and septic system on each lot <br />• Health Department verified on original plan that each lot contains provisionally suitable soils to <br />locate a septic system <br />Parks and Recreation: <br />• Stream buffers along Lick Creek and Tilman Branch <br />• Payment in-lieu-of parkland dedication (i.e. $455 per recorded lot) will total $26,845 for 60 lots <br />Agency Comments <br />• Requests for agency review were -sent to: NCDOT, Erosion Control, NRCS, Recreation and Parks, <br />Orange County Schools, County Attorney and Fire Marshall <br />Develoament Process. Schedule and Action <br />Planning Board: <br />• First Action: Concept Plan approved by the Planning Board (by a unanimous vote) May 6, 1999, <br />with the two following conditions: <br />1. Each lot shall contain an adequate area for septic disposal, and repair area, approved by the <br />Orange County Division of Environmental Health; <br />2. .All septic systems shall be located outside of any stream buffer. <br />• Preliminary Plan addressed all conditions of approval of the Concept Plan. <br />• Second Action: Planning Board recommended Preliminary Plan approval September 1, 1999 <br />• Recommended a left southbound turn lane for Old Lick Road be constructed within NC 157 <br />rig ht-of--way <br />• Recommended the NC 157 entrance to the western tract be shifted to the southernmost point <br />• Developer revised preliminary map to reflect Planning Board conditions <br />• Developer increased bufferyard along NC 157 to 75 feet <br />• Third Action: Board of County Commissioners to consider the Preliminary Plan <br />Options: <br />1. Action within forty-five (45) days of this meeting or within such further time consented to in <br />writing by the applicant. <br />2. If the Board of County Commissioners fails to act within the specified time period, approval is <br />directed without conditions. <br />3.
