Schedule and Action <br />Planning Board: <br />• First Action: Concept Plan approved by the Planning Board (by a unanimous vote) May 6, <br />1999, with the two following conditions: <br />1. Each lot shall contain an adequate azea for septic disposal,, and repair area, approved by <br />the Orange County Division of Environmental Health; <br />2. All septic systems shall be located outside of any stream buffer. <br />• Preliminary Plan addresses all conditions of approval of the Concept Plan. <br />• Second Action: Planning Board to consider Preliminary Plan <br />Options: <br />1. Action within forty-five (45) days of this meeting or within such further time consented <br />to in writing by the applicant. <br />2. If the Planning Board fails to act within the specified time period, approval is directed to <br />- the County Commissioners without conditions. <br />3. If Preliminary Plan is approved by the County Commissioners the applicant shall. have <br />one (1) yeaz to prepare and file a Final Plat onto request aone-yeaz extension from the <br />Planning Director. <br />FINANCIAL IlVIPACT: Fiscal Impact Analysis included as an attachment. <br />RECOMMENDATION: Planning Staff <br />Approval, in accordance with the attached Resolution of Approval. <br />Staff recommendations: <br />• Shifting the western access point to the south approximately 650 feet for safety <br />improvements. <br />• The sight distance easement shown on the preliminary plat along lots 30, 31 and 32 will be <br />required to be shown on the final plat. <br />• Dedicate the portion of property between Bent' Road (SR 1523) and NC 157. Dedication to <br />be shown on the final plat. <br />• Ultimate right-of-way along NC 157 to be 100 feet per recommendation of Land Use Element <br />of the Comprehensive Plan. Fifty (50) feet from centerline of existing right-of--way will be <br />required on the final plat along the entire frontage of NC 157 (i.e. both sides of NC 157). <br />A. Sewage Disposal <br />Each residential lot shall contain an adequate. area for well, septic disposal and <br />repair azea, approved by the Orange County Division of Environmental Health. <br />2. Disclosure that the septic system location may. restrict the size and location of <br />improvements shall be included in a document describing development <br />restrictions to be recorded concurrently with the Final Plat.
