ORANGE COUNTY <br />BOARD OF COMMISSIONERS <br />ACTION AGENDA ITEM ABSTRACT <br />Meeting Date: .December 7, 1999 <br />Action Agenda <br />Item No. _ <br />SUBJECT: Criteria for Parkland Acquisitions <br />DEPARTMENT: Environment and Resource <br />.Conservation <br />ATTACHMENT(S): <br />Parkland Criteria, revised 11/22/99 <br />.PUBLIC HEARING: (Y/N) No <br />INFORMATION CONTACT: <br />David Stancil, 245-2590 <br />.TELEPHONE NUMBERS: <br />.Hillsborough 732-8181 <br />Chapel Hill 968-4501. <br />Durham 688-7331 <br />Mebane 336-227-2031 <br />PURPOSE: To approve criteria for evaluating parkland acquisitions, as developed by the Joint <br />Master Recreation and Parks Work Group and agreed to by the Board on November 22. <br />BACKGROUND: As a part of their report in May of this year, the Joint Master Recreation and <br />Parks Work Group developed a set.. of goals, objectives and criteria for evaluating. parkland <br />acquisition opportunities. The criteria from this report has been included in the first draft of "A <br />Lands Legacy Program for Orange County", as reviewed at the BOCC's October 12 <br />worksession, with the intent of using the criteria as the basis for evaluating proposals for <br />acquiring parkland. <br />On November 22, the Board reviewed these criteria and made several additions and <br />clarifications. The Board agreed. to use the modified criteria on an interim basis to .evaluate <br />parkland acquisition proposals, and asked that the revised criteria (attached) be brought back <br />for adoption on December 7. Additional clarifications have been submitted by Commissioner <br />Brown (to note that parklands should avoid wetlands and other environmentally-sensitive <br />lands), and Commissioner Gordon (to note that. land near existing schools as well as new <br />schools should receive consideration). <br />FINANCIAL IMPACT: No direct financial impacts result from the use of the proposed criteria, <br />although the criteria would determine where County funds are expended for parklands. <br />RECOMMENDATION(S): The Manager recommends that the Board adopt the revised criteria <br />for use in evaluating parkland proposals on an interim basis until the Lands Legacy program is <br />adopted. As part of the Lands Legacy program, a weighting or points system will be developed <br />for this criteria. <br />
