Evur, ,' race 10;? <br />Chairman Smith advised the Board that a protest petition bearing one hundred <br />forty-eight (148) signatures from citizens residing in the South Orange County Fire <br />District had been filed with him by James R. Farlow. The petitioners felt that <br />the tax being imposed on their property by a vote of only ninety-seven (97) registered <br />voters was not sufficiently publicized or explained to the tax payers within the <br />bounds of the fire district. Chairman Smith filed the letter and petition with the <br />clerk. <br />Chairman Smith read a letter from Mrs. Gloria Williams relative to secondary <br />road #1751, known as the South Piney Mountain Road. The clerk was instructed <br />to forward a copy of said letter-to the State Highway Commission. <br />Commissioner Henry Walker presented a road petition for secondary road #1553, <br />known locally as the Jack Walker road. The clerk was instructed to forward same <br />to the State Highway Commission. <br />Chairman Smith read a letter from Mrs. Jean Wagner. Said letter stated that <br />there was no signals on the railroad crossing located on the Homestead Road, West <br />of the Chapel Hill High School and requested that the Board of Commissioners urge <br />Southern Railway Company to affix some type of signal in order to designate the <br />railroad crossing. The clerk was instructed to write to the Southern Railway Company <br />requesting that the proper identifying crossing signals be posted. <br />Chairman Smith brought to the attention of the Board that John Morrissey, <br />General Counselor of the North Carolina Association of County Commissioners, had <br />requested that Orange County appoint a member to the Political Action Committee <br />(PAC). The clerk was instructed to advise Mr. Morrissey that Commissioner Harvey <br />Bennett would represent Orange County on the PAC Committee. <br />Chairman Smith stated that the terms of Atwood Askew and C. Ritchie Bell on <br />the Chapel Hill Board of Adjustments had expired and that Wallace Williams, who <br />resides on Severin Street was being annexed into the Town of Chapel Hill and therefore <br />could not serve any longer as a member of the Chapel Hill Board of Adjustments, <br />therefore, the Board of Commissioners must appoint three members to the Chapel Hill <br />Board of Adjustments. <br />Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was moved <br />and unanimously adopted, that Charles Bryan of Laurel Hill Extension be appointed <br />for a three year term as a member of the Chapel Rill Board of Adjustments and that <br />C. Ritchie Bell be re-appointed as a member of the Chapel Hill Board of Adjustments. <br />The clerk was instructed to notify these men of their appointment. <br />Chairman Smith instructed the clerk to advise Pearson Stewart, that Commissioner <br />Bennett had been appointed to replace Commissioner Smith as Orange County's <br />representative on the Research Triangle Regional Planning Commission. <br />Commissioner Bennett informed the Board of the death of R. M. Fountain, <br />Former President of the North Carolina Commissioners Association and Chairman of <br />the Edgeoombe County Board of Commissioners, and suggested that a letter from the <br />Board be mailed to Mrs. Fountain. <br />Chairman Smith reported that he had discussed the matter of the naming of the <br />Mount Carmel Road with some of the citizens in that area, but that there was some <br />opposition to the naming of said road and that he felt it would be advisable to <br />defer any action on the previous request for the naming of the road until the new <br />road, which is being constructed, was completed. <br />The County Administrator advised the Board that procedures providing for the <br />sale of County Bonds would have to be instituted by the County Attorney with the <br />Bonding Attorneys in the near future, as the County would need the money to pay <br />for the two schools which are now under construction. The County Administrator <br />and the County Attorney was authorized by the Board to proceed with the necessary <br />arrangements in order to provide for the sale of County Bonds. <br />The County Attorney reported that the condemnation proceedings for a right of <br />way against W. M. Bright had been instituted. He stated that Mr. Bright had until <br />January 17, 1969, to file a reply to said condemnation proceedings. <br />Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved <br />and unanimously adopted,that the Orange County Board of Commissioners go on record <br />as endorsing the candidacy, of Lucius M. Cheshire as Commissioner of the First <br />District, Seventh Division of the State Highway Commission. The clerk was <br />instructed to notify the Governor of the action of the Board of Commissioners.
