Evur, ,' race 10;?
Chairman Smith advised the Board that a protest petition bearing one hundred
forty-eight (148) signatures from citizens residing in the South Orange County Fire
District had been filed with him by James R. Farlow. The petitioners felt that
the tax being imposed on their property by a vote of only ninety-seven (97) registered
voters was not sufficiently publicized or explained to the tax payers within the
bounds of the fire district. Chairman Smith filed the letter and petition with the
clerk.
Chairman Smith read a letter from Mrs. Gloria Williams relative to secondary
road #1751, known as the South Piney Mountain Road. The clerk was instructed
to forward a copy of said letter-to the State Highway Commission.
Commissioner Henry Walker presented a road petition for secondary road #1553,
known locally as the Jack Walker road. The clerk was instructed to forward same
to the State Highway Commission.
Chairman Smith read a letter from Mrs. Jean Wagner. Said letter stated that
there was no signals on the railroad crossing located on the Homestead Road, West
of the Chapel Hill High School and requested that the Board of Commissioners urge
Southern Railway Company to affix some type of signal in order to designate the
railroad crossing. The clerk was instructed to write to the Southern Railway Company
requesting that the proper identifying crossing signals be posted.
Chairman Smith brought to the attention of the Board that John Morrissey,
General Counselor of the North Carolina Association of County Commissioners, had
requested that Orange County appoint a member to the Political Action Committee
(PAC). The clerk was instructed to advise Mr. Morrissey that Commissioner Harvey
Bennett would represent Orange County on the PAC Committee.
Chairman Smith stated that the terms of Atwood Askew and C. Ritchie Bell on
the Chapel Hill Board of Adjustments had expired and that Wallace Williams, who
resides on Severin Street was being annexed into the Town of Chapel Hill and therefore
could not serve any longer as a member of the Chapel Hill Board of Adjustments,
therefore, the Board of Commissioners must appoint three members to the Chapel Hill
Board of Adjustments.
Upon motion of Commissioner Ward, seconded by Commissioner Bennett, it was moved
and unanimously adopted, that Charles Bryan of Laurel Hill Extension be appointed
for a three year term as a member of the Chapel Rill Board of Adjustments and that
C. Ritchie Bell be re-appointed as a member of the Chapel Hill Board of Adjustments.
The clerk was instructed to notify these men of their appointment.
Chairman Smith instructed the clerk to advise Pearson Stewart, that Commissioner
Bennett had been appointed to replace Commissioner Smith as Orange County's
representative on the Research Triangle Regional Planning Commission.
Commissioner Bennett informed the Board of the death of R. M. Fountain,
Former President of the North Carolina Commissioners Association and Chairman of
the Edgeoombe County Board of Commissioners, and suggested that a letter from the
Board be mailed to Mrs. Fountain.
Chairman Smith reported that he had discussed the matter of the naming of the
Mount Carmel Road with some of the citizens in that area, but that there was some
opposition to the naming of said road and that he felt it would be advisable to
defer any action on the previous request for the naming of the road until the new
road, which is being constructed, was completed.
The County Administrator advised the Board that procedures providing for the
sale of County Bonds would have to be instituted by the County Attorney with the
Bonding Attorneys in the near future, as the County would need the money to pay
for the two schools which are now under construction. The County Administrator
and the County Attorney was authorized by the Board to proceed with the necessary
arrangements in order to provide for the sale of County Bonds.
The County Attorney reported that the condemnation proceedings for a right of
way against W. M. Bright had been instituted. He stated that Mr. Bright had until
January 17, 1969, to file a reply to said condemnation proceedings.
Upon motion of Commissioner Ray, seconded by Commissioner Walker, it was moved
and unanimously adopted, that the Orange County Board of Commissioners go on record
as endorsing the candidacy, of Lucius M. Cheshire as Commissioner of the First
District, Seventh Division of the State Highway Commission. The clerk was
instructed to notify the Governor of the action of the Board of Commissioners.
