PUBLIC HEARING: (Y/N) No -_ <br />Public Works BUDGET AMENDMENT: (Y/N) No -_ <br />ATTACHMENT(S): INFORMATION CONTACT: <br />None Pam Jones, ext 2650 <br />Wilbert McAdoo, ext 2625. <br />TELEPHONE NUMBERS: <br />Hillsborough 732-8181 <br />Chapel Hill 968-4501 <br />Durham 688-7331 <br />Mebane 227-2031 <br />PURPOSE: To consider awarding a contract for the purchase of a 38 cubic yard high- <br />compaction body front loading refuse truck.. <br />.BACKGROUND: The Public Works Department maintains a fleet of four front loading <br />sanitation trucks for collection of solid waste in the unincorporated areas of the county. -The <br />newest vehicle in our fleet is nine years old, the oldest 19 years old. Funds are included in the <br />1999-2000 CIP to replace one (1) front loading refuse truck. The vehicle proposed for <br />replacement is a 1987 Volvo front loader with approximately 260,000 miles. While the vehicle is <br />not the oldest in the fleet, maintenance records indicate that it is the best candidate for disposal. <br />Under certain circumstances, North Carolina General Statute 143-129 allows local governments <br />to make purchases without a separate bidding procedure. This type of acquisition can be made <br />from any contractor that has, within the past 12 months, contracted to furnish the item to: (1) the <br />federal government or any federal agency; (2) the state of North Carolina or any agency or <br />political subdivision of the state; or (3) any other state or agency or political subdivision of that <br />state, if the contractor is willing to extend the same or more favorable price and other terms to <br />the local government. This process is called "piggy-backing" a bid. <br />Staff proposes to "piggy back" on the Town of Carrboro's bid that was awarded to Lodal-South, <br />Inc. of Rockingham, North Carolina on January 5,.1999. For your information, Orange County's <br />fleet currently includes four Lodal front-loading trucks. Cosh of the vehicle is $137,151.00. <br />Pursuant to the statute, Orange County advertised its intentions ten (10) days before this <br />meeting. <br />FINANCIAL IMPACT: Funds are included in the 1999-2000 CIP for the purchase of this <br />vehicle. <br />
