GLEDHILL <br />Enclosed is our opinion letter concerning the 5311 <br />transportation grant for the fiscal year ending June 30, 2000. I <br />will be able to provide you with this opinion annually, <br />following due diligence preceding each letter, to satisfy the <br />requirements of the North Carolina Department of Transportation <br />with respect to this federal grant program. <br />As you can see from the letter, the "affirmation" requested <br />by the North Carolina Department of Transportation is not <br />something that the North Carolina Rules of Professional Conduct <br />permit me to provide. However, the opinion which accompanies the <br />Certifications and Assurances covers all of the material aspects <br />of the affirmation.
